盗っ人のもたらす秩序・体制、泥棒のような腐敗した政治家が支配している国や政治をいう。

窃盗体制の国では、賄賂は富を入手する手段のひとつである。よりあからさまな腐敗の形態は公金横領である。

ギリシャ語でクレプテスは盗っ人のことであり、クラトスは「(権) 力、権威、秩序、体制 (主義)、政府 (統治・統率する組織・機関)」のことである。たとえば、貴族階級がもたらす社会・国家は貴族主義 (aristocary) と呼び、民衆が主体の社会・国家は民主主義 (democracy) という。古代アテネはおおまかに見て貴族体制から僭主 (tyrant) の独裁を経て民主制に移行した。現代を描写する英文に出てくる tyrant は「暴君、専制君主、独裁者」を指す。

盗っ人国家の支配者や政治家は kleptocrat と呼ぶ、形容詞は kleptocratic である。
