When you meet someone, you say hello to them & would probably begin to talk about the weather. The weather is important for everyone & an easy topic of conversation. People in any nation in any era might greet each other with a talk of the weather. In a series of essays called The Idler (1758-60), one of the essayists Samuel Johnson wrote about the beginning of a talk between two Englishmen of the 18th century as follows:
When two Englishmen meet, their first talk is of the weather.
